The bit I really don't get is that it says he has US residency so wouldn't he have had to submit a police clearance from his home country for that?

All I can say is, if you are hiding from the police in another country, why would you work for the government knowing they would do a background check and possibly find you out? Wouldn't you just work somewhere else where they definitely wouldn't bother to check? Not that I think he should've gotten away with it, just pointing out it's another one of those "dumbest criminals" sort of cases.
