Under 14 passport renewal

Has anyone recently tried to renew a US passport for a child under 14? Both my sons passports are expired and i am trying to renew them. There is a new rule as of March 2004 where both parents must appear with the children at the embassy in London. In the case of divorce (my case) I need to have my ex-husbeast fill out a form and enclose a photo ID copy. I have a feeling he will give me a lot of grief about this just because he has the upper hand in this situation. I hope he understands that the kids cant return to the USA without a valid passport.

Really? They are all sent off to the USA? I didnt know that. Seems everything is such a hassle lately.
