My citizenship was also based on marriage and they still wanted me to have one. If you're not working you don't need to provide one, but if you are working they ask for it to make sure you're paying tax and not just getting cash in hand or something. I agree that it's rubbish to ask for it when it isn't stated anywhere on the form, but they would not send my application on without it.

It may depend on the person checking your docs. In my case, I didn't have one and I explained that it was my understanding that I didn't need it if my taxes were done with PAYE. The woman checking my docs said OK, and it all worked out fine. YMMV?

I'm finally in the 'pipeline'....

Date of application:       15 July 2014 (Cheshire East NCS; 3 years + marriage to Brit + ILR)
Received by Home Office:         16 July 2014
Debit taken:                             25 July 2014
Date of Acknowledgement:      25 July 2014
Receipt of Acknowledgement:  29 July 2014 (the crumpled brown 2nd class envelope)

and now the wait......

Married December 1992 (my 'old flame' whom I first met in the mid-70s)
1st move to UK - 1993 (Letter of Consent granted at British Embassy in Washington DC)
ILR - 1994 (1 year later - no fee way back then!)
Back to US in 2000
Returned to UK July 2011 (Spousal Visa/KOL endorsement)
ILR - September 2011
Application for naturalization submitted July 2014
Approval received 15-10-14; ceremony scheduled for 10 November!
Passport arrived 25 November 2014. Finally done!
