How well can British people distinguish between regional American accents? I am from New York and definitely do not sound like George Bush.

Depends on the Brit - but never fear, I think they can identify a New York accent (they get it from TV and the movies). But they think all southern accents sound alike (so they think Bill Clinton and Scarlet O'Hara sound the same). And they don't get all (or even any) of our minor local-regional differences...

Yes, Wishstar, The Race Relations Act was amended by IND to authorise overt racial discrimination to take place in the pursuit of enforcement of immigration law.  It involves ethnic groups rather than specific nationalities, so of course various "ethnic" Americans are affected.  And accents are not the only indicators...
