Husband did not pass medical exam because of high blood pressure

My husband failed his medical exam with the embassy doctor in London because of high blood pressure.  The embassy doctor said he had to go to his doctor and get treated for it (which he is) but wants to see lower numbers. My husband had his GP write a letter to the embassy doctor saying he is under treatment and has a plan for managing it.  We are now waiting to hear from the embassy doctor if this is acceptable and can proceed. 

I guess my question is can my husband be denied a visa because of high blood pressure?  His interview is at the end of January and we are very worried. Do we need a lawyer?  What should we do?  Any help would be appreciated.
