I called the county election board in the last place I lived. While the first person I spoke to had no idea what I was talking about, they found someone who knew exactly what to do and it was pretty simple. You have to fill out the  Federal Post Card Application (FPCA) form and send it to them. My state was North Carolina and they emailed me the form, I filled it out and emailed it back. They said they'd email or mail me the ballot come election time.

I can't remember how I set it up, but my county emails me a link to an online absentee ballot. I log in, fill it out and then I either email it (printing and re-scanning the signature page) or I can post it back.

Before we had a scanner, I took a photo of my ballot pages with my phone and emailed them as images (the instructions give the details on how to do this). It didn't look pretty, but it was clear and did the job.

I don't remember it being difficult to set up. I think there was a link on my county's webpage on how to register to vote if you're living abroad or overseas military.

My county board of elections has an absentee form I'm using. Hoping that more expats vote this year, evidently there has been more interest from those abroad than ever. About 8 million Americans live overseas evidently.

My husband and I filled out an mailed our forms weeks ago and still haven't gotten anything. I'm not sure how long we're supposed to wait, though given the incompetence of our county government I won't be terribly surprised if we never get our ballots. Given that we last lived in Kentucky, it's not like our presidential votes will matter at all, but I'd like to vote for the local offices!
