if my partner is facing a debilitating disease and his partner wants to be his caregiver is there a visa
for and American to moved to the uk to provide his care at no cost to the uk government?

Not exactly like that.

If you marry, you could then be their carer (we have a member who is doing something similar).

What benefits is your partner currently in receipt of?  It may exempt them from the financial requirements.

my partner currently is in receipt of  industrial asthma disability benefit.
this is not the disability I'm concerned about at the moment.
I have been a caregiver for 30 years I know the sings of alzeimer,dementia
He has not been diagnosed yet .he is aware that he is losing his memory
he is forgetting appointment, losing keys,not remembering work schedule.
what are the steps my partner an i should be taking at this time.
thank you for all your advice.

The problem is the UK is all about money money money.  For your partner to sponsor you, they need to be in receipt of certain benefits or have an annual income greater than £18,600 per year.  It's not a very kind system to those with medical needs.   :-\\\\

I'm well aware of the financial requirements/ we were refused a fiancé visa because of not having knowledge of the the industrial asthma disability benefit .my question is.
marriage the only way for me to be his caregiver .

Yes, marriage is the only way for you to become caregiver, and for that you do have to meet the financial requirement. There is no visa for you to do so otherwise.

No, I'm afraid the only benefits that allows you to not have to meet the £18,600 requirement are these:

Where the applicant’s partner is in receipt of any of the following benefits or allowances in the UK, the applicant will be able to meet the financial requirement at that application stage by providing evidence of “adequate maintenance” rather than meeting an income threshold:
 Carer’s Allowance.
 Disability Living Allowance.
 Severe Disablement Allowance.
 Industrial Injuries Disablement Benefit.
 Attendance Allowance.
 Personal Independence Payment.
 Armed Forces Independence Payment or Guaranteed Income Payment under the Armed Forces Compensation Scheme.
 Constant Attendance Allowance, Mobility Supplement or War Disablement Pension under the War Pensions Scheme
.

The UK is very anti-immigration and they want to prevent people from moving to the UK.  So they've set very high thresholds for immigrating.  If you have money, you can come.  It's not right.  We don't agree with it.  But those are the rules that we have to follow to live here.   :-\\\\

This to me sounds just like the benefit mymy mentions that their partner is receiving. Maybe Sirius or Ksand  will pop in to clarify?

Good point.  I'm not well, so my brain isn't fully functioning today.

But if that exempts them from the rules, why would the fiancé visa have been denied?  I think we need more info from the OP.
