Yes, when I moved my company provided all sorts of documentation and I did not have to pay six months up front.

Is council tax per family or per person?  Also gas and electric seem really cheap compared to the US.  We spend about $260 a month for gas in the winter but do like our house warm (esp. compared to UK standards).  How much would you estimate it would be for gas for a warm 3 bedroom terrace house?

Per household for council tax.

Mine is cheap because:
1.  I don't use much heat.  I have an electric blanket I use when I work from home and a gas fireplace.  Daughter has a radiator in her room at night.  Rarely put the heating on otherwise.
2.  We 'switch and ditch' providers each year for the best rates.
3.  We live in a modern home with good system.  I've heard storage heaters are very expensive to run.
4.  No HVAC systems to run.  But what I wouldn't do to have one installed!!!
