I've just found this. It seems to be more for those whose said they could have a free prescription when they were not allowed to, but it has contact details and they might be able to help?

I think I would go down the going back to the pharmacy route first though, before contacting the Prescription Exemption Checking Service for advice.

I did some more research and found this document on the department of health website. It is a write up of proposed changes to how non-UK residents are charged. The helpful part is they have the current rules documented to highlight where the proposed changes would go. Very informative. I was registered as a temporary resident (not a private patient) at the time of the health care center visit. See section 4-Primary Care

I was looking for that! This was the consultation that ran from December 2015 to March this year, about ending free treatment in England for A&E, walk in centres, end of free ambulances, free paramedics at the scene, etc.

It's a good guide to what NHS England gives for free under present rules and why they want to change it.
