Just for the record: 

I requested my documents back and got them just within the 10 days promised.  Contrary to what the web site expressly says, if you have a indefinite leave to remain, you can request your documents back without closing your application or waiving the fee.  The Home office gives you 28 days to travel and return your docs and then restarts your application.  With my returned passports I got a letter telling me this.

In any other country you would get this card made in an afternoon at the post office for £12.
