However, it looks like this does only apply to England, and that landlords in Scotland do not have to carry out the same checks (

So, it would seem that it would be okay for your name to be put on the lease in Scotland.
Also unrelated question - no info on new fees yet on the settlement visas for April? What are they currently for both applying non-priority and priority? If they haven't gone up yet maybe I'll rush it
No news on any fee increases yet. Usually they publish them in February for increases starting on April 6th (though last year the fees increased on March 18th), so we'll just have to see what happens.
Currently a spousal visa costs £1,195 + £600 = £1,795
Priority processing costs £450 on top of this.
So, for a spousal visa with priority processing it costs £2,245.
Is there a reason you are not applying for your Tier 2 dependent visa at the same time? Best to have your visa in line with your husbands. Will make everything easier. Also your visas will be processed in New York, so you'll have a totally different process and likely a MUCH faster processing time.
