Premium Processing Centers EU Residency Certificates

Hi. There is a premium processing center in Glasgow for visa issues, but when I look online at the RC guidance it advises that RC premium processing is available in Croydon, without mentioning any other cities (such as Glasgow). My daughter wants to get her RC application in, but doesn't want to have her passport taken away for the six months we're told it might take.

Wondering if anyone knows if she can do premium processing at Glasgow, since we do live here now? (Unable to find any information on it online.)  Thanks.

My daughter wants to get her RC application in, but doesn't want to have her passport taken away for the six months we're told it might take.

Not sure about premium processing, but for EEA Residence Card applications, it is possible to request the passport back without it affecting the application (whereas with UK visa applications, if you request the passport back, it cancels the application).

So, she could always mail the application in and then request her passport back - I think it usually takes about 4 weeks to get the passport back once you request it.

Where did you see that it says you can apply in Croydon? I only see that option for EEA citizens who are also qualified persons and are applying for their residency certificate, but not for EEA residence cards.

In regards to applying for a registration certificate, it says the following:

EEA nationals
If you’re an EEA national you can’t include your family in your application. They must apply separately by post as an EEA family member or an EEA extended family member.

It also says on that page that you CANNOT use the premium service for an EEA Residence Card application:

7. When you can't use the service

You can’t use the premium service if you’re applying under Tier 1 (Investor).

- a business person, innovator, sole representative or investor
- a Turkish business person
- a self-employed lawyer
- applying under Tier 1 (Graduate Entrepreneur)
- applying under Tier 1 (Entrepreneur)
- applying for Stage 1 endorsement under Tier 1 (Exceptional Talent)
- a seaman
- a Gurkha
- a retired person of independent means
- an elderly dependant
- still in the armed forces and exempt from immigration rules and requirements
- a member of a diplomatic mission or one of their dependants
- someone whose case is complex because of personal circumstances
- someone whose case isn’t covered by the Immigration Rules
- sponsored by a member of staff at a premium service centre

- applying for an European Economic Area (EEA) residence card or permanent residence card
- applying for an EEA registration certificate as an unmarried partner
- applying for an EEA registration certificate and you’re not a qualified person
- applying for proof of a right of abode

And the EEA Residence Card guidance says you have to apply by post:

Post it to the Home Office, using the address on the form. Include the fee and supporting documents listed on the form.

Not sure at this point, but there was an annotation under the Croyden address saying they could on that particular list. 

I also found this https://www.gov.uk/government/collections/european-passport-return-service#local-authorities-and-premium-service-centres

but it only seems to be applicable for online applications. So unless I am declared employed or self-employed very soon, and can then use the online service, I'll need to do that paper form, yes.  Will continue to investigate how to get the passports back. I also have a passport card, so even if I send my book passport in I'm good. The Daughter never bothered to get her passport card, so if she sends the passport she will be without one until they return it to her.  I guess we'll wait until we have the GP thing sorted out, and then send off the application and then see if we can request return of the passport early.

That's not the same thing and does not apply to your daughter.

This is what you need for return of passport while your daughter's application is processing:

So, she will need to apply by post, sending her passport with it, then wait for the application to be acknowledged and for her to receive her letter of confirmation. Then she can fill out the form to request her passport back.

Bless you. Of course, I wrote to the office in Edinburgh and got two answers this morning. One saying they only processed online applications and the other insisting that we could come there and they'd verify the application and then weigh and mail it for us to the Home Office.  So now.... wow. Well, once we get registered with a GP and once the Daughter has made sure her Uni doesn't need to see the passport itself we'll apply. Have to get biometrics done again anyway, and passport photos made. (Why we have to submit photos if we're doing biometrics at the Post Office, when they tend to use the biometrics photos on the documents???)

As they say, What -Ev -Er. We just want it done.
