Who must file self-assessment

Hypothetically (*looks around innocently*), if a US citizen resident in the UK:
  • receives a pension in the US that is dutifully reported on one's US tax return, and
  • owes no US tax on said pension, and
  • the value of the pension is less than the UK Personal Allowance of £11,500
would they still need to file a self-assessment in the UK?
9/1/2013 - "fiancée" (marriage) visa issued
4/6/2013 - married (certificate issued same-day)
5/6/2013 - FLR(M)#1 in person -- approved!
8/1/2016 - FLR(M)#2 by post -- approved!
8/5/2018 - ILR in person -- approved!
22/11/2018 - Citizenship (online, with NDRS+JCAP) -- approved!
14/12/2018 - I became a British citizen.  :)

Thanks, larrabee.  Looking over the form and reading the guidance notes did provide some clarification.  I think I'm set.
