No, for the initial visa (fiancé or spousal) you only need the biometrics photo page of his passport. Nothing more.

For the cover letter, I would rewrite it, or at least update it with the current date, since it should be dated as close to the application date as possible.

I would also have him mention the refusal and the reason for marrying in the US... since he will need to put that in the relationship paragraph anyway.

Also, since you are now applying for a spousal visa, the letter should be adjusted to refer to you as his wife, not fiancé, and give the date and location of the wedding instead of the UK wedding plans.

Thank you so much @ksand24  I am going to write a Cover letter from my side as well, explaining the reason for refusal. That's why I was wondering whether he should write the Cover letter from his side again or not. Probably in my case it is better to write  ;D

Is Sponsorship Undertaking Form SU 07/12 required or not? I cannot find up-to-date information on this.

No, SU07/12 has never been required for a fiancé or spousal visa - it’s only for special circumstances visas like elderly or adult dependant relatives.

Even if he doesn’t mention the refusal in his letter, he still needs to rewrite it because the type of visa has changed and you now have to show you are married and not that you plan to marry in the UK.

Your cover letter should state:
- visa type
- date you want it to start
- an explanation of the reason for refusal
- list of documents included

His letter should include:
- how he is eligible to be a sponsor (UK citizenship)
- his employment details and how he meets the financial requirement
- where you will live in the U.K., including address and property details
- a short history of the relationship: where and when you met, how often you visit, how you communicate, when you got engaged, where and when you got married, why you are settling in the UK together and not in France or Russia.

A regular copy of the sponsor's photo passport page is fine.  You don't need every page.

Yes, he needs to rewrite the letter.  Have him add in a short paragraph saying that you have married since the rejection.

Everything has to be submitted each time.  Even a prior divorce, they need the divorce decree for each and every application until the end of time!   ;D

Put this at the back of your mind right now and just enjoy your time together.  Don't let them tell you that you need an apostille or anything fancy for the marriage certificate - you don't.

Unfortunately I will still need to apostille the certificate, otherwise it won’t be accepted in France and Russia... I made my research, I can send direct request to Tallahassee, and it will cost me only 20 usd plus return airway bill without any intermediaries.

Oooooh, so soon! Try to put your application out of your mind for a day or two and enjoy your wedding :) I second that we will need to see a photo of the wedding and of course, GOOD LUCK on the second application. We're all rooting for you!
