Have you made an application to the Home Office to remain in the UK in the last 10 years?

Does this include the unmarried partner visa application I got a refusal?

No, it doesn’t.

It’s asking about applying for leave to REMAIN in the UK, which can only be done from inside the UK. Your Unmarried Partner application was for leave to ENTER the UK, not remain, and was made outside the UK.
