Citizenship application - digital or physical photo?

I've just submitted my citizenship application  ;D and now have to prep the referee forms. The guidance says glue a physical photo onto each one - can I upload my digital photo into each document and then print it, ask each referee to sign their form and then upload the whole thing? I will probably play it safe and use physical photos but am wondering as that seems very silly.
Jan. 16 - mailed non-priority application for spouse settlement visa

Well, I followed the instructions. Went to a photo booth, and stuck the photos on. I think it’s left over from when you physically submitted, but it wasn’t a big deal to do real photos
