does anyone know if you still have to pay for a t.v license if the t.v is U.S(pal).

Yes you do.
There's no way out of it unless you dont own a TV set at all.
Unless you're blind... i dont think blind people have to pay.

And a US tv is NTSC - UK is Pal.

A US TV won't work over here..different kind of format.....

a friend of mine doesn't pay a tv license fee because she was able to prove they only use the tv to watch videos; i am not sure how they proved it though - possibly by the fact they have never tuned the channels.
