Fiance Visa advice needed

Can anyone help me?  I have spent four months pulling together the entry clearance application for my guy to come over from the States, today I was going to mail it out to him so he could add his bits and then apply, last night he drops in the fact that he has lost his birth certificate.  It's not like he hasn't known about it for long enough.

He was born over in Germany, his mother was in the military, so he can't just send off $10 and get his birth cert back in a week or so.  We have checked the State Dept website, and they say their turnaround time is 4 - 8 weeks, which takes us up to the beginning of August if it takes the longer period of time.

The idea was we applied, if the visa was granted, he would come out here mid August and we'd get married at the end of September (things are booked for 27th)

My question is, is there anything I can do to try and help speed things up?  Should I just cancel the wedding arrangements in place now and wait, I admit I was probably hasty in booking for September, but I just wanted to get the ball rolling sooner rather than later.

Any ideas / advice you can give me would be very much appreciated.

Send the application without the birth certificate.  If everything else is there the application can be approved without it.
