US Health Care Bill

One of my concerns of the US health care bill is that if a US CITIZEN wants to opt out of Obama care there is a fee of $325. If I use the NHS by 2014 will the $325 be a one time fee or is that going to be an annual fee like the $700 penalty for those who do not have health insurance.

The health care bill mandates do not apply to Americans abroad.

No where in that blog post you linked to does it address overseas citizens. 

The bills specifically state that Americans living overseas will not be subject to a tax.

No it doesn't and all I have seen mentioned is US citizens and it's going to be tied into the IRS. I have heard some mention of revising it in later on.
Could you kindly send me the link with the specific finalized part from the Government site?
I have a US "Cadillac" health insurance plan does that mean since I live overseas I will be exempt also from any penalties?

No offense NYYankeesFan but I sent you a link to an organization that represents American's abroad stating that as of now the Senate bill which is the bill that will be voted on today by the House does not force American's abroad to purchase health insurance, if you choose not to believe this nonprofit then you'll have to do the research yourself as I do not have the 2500 page document memorized.  If you would like to read it you can find it here...

As far as the changes that will be made during the reconciliation process these as far as I know do not amend the American's abroad status of the original bill.

If you living abroad and have access to health care, the insurance mandates do not apply to you.  I am not 100% sure if you live abroad in a country without universal health care and you do not have private insurance if you will be affected.  I will keep my eyes open.

No I don't because in order to vote in primaries I had to register for a party.
