Council Tax - But we are Lodgers?

Hello again,

So we have just about all our documents in order except the council tax, as we have been living as lodgers for about the past two years now. Before living where we are currently we did have our name on the council taxes at the previous place. My question is would the contract agreement and a letter written and signed by the Landlord stating that we have lived as lodgers at their home be efficient evidence?

Also, for  Part 3 Consent for the Home Office to Verify Information from third party sponsor. What to put if you do not have a third-party sponsor?

Lodgers aren't exempt from paying Council Tax; if that is what you are asking? For Council Tax, sole or main residence means you are a resident as far as  councils are concerned. My understanding is that more than one person can be liable for the Council Tax, which is why the council needs to know who is resident, to be able to issue a correct bill. To that end, they have legal power to request details of the residents in a property.

Is the landlord living in the property, claiming the 25% single person discount?
