Certificate of No Impediment?

Has anyone lived in the US and gotten married in Scotland?  According to the notes for Form M10, a person domiciled outside the UK must provide a Certificate of No Impediment to Marriage.  I don't think we have such a thing in the US.  After all, there isn't some national registrar of marriages in the US.  Each town/city/state keeps its own records.  How would I go about getting one of these Certificates, or an equivalent (if an equivalent is acceptable)?  I have never been married anywhere.

The US calls it a Letter of No Record, but you can only get it from your home state-- not for the entire USA-- and ours cost $13.  Might be worth double-checking with Scotland that this is acceptable?

New York issues Certificates of No Impediment for people wishing to marry in foreign countries.  Check with your state's marriage bureau.

I got married in scotland and i had no problem doing so, without one... had to show them my divorce papers but that was it... if this is your first marriage you should have no problem
