Registry Office - Proof of address

My fiancee doesnt have a passport so we are sending away for his provisional license since he needs one of the two for us to get married, the only problem i can see right now is that  they said they want proof of my address here, like a utility bill,bank statement etc. how can i have those when for one, i just got here july 4th and for two, i cant have a utility bill in my name because im on a fiancee visa.... all i have is 1 letter that was sent to me about 2 months ago from nhs stating what i have to pay when i go in for my appt and thats it. what other stuff should i give to show that i live here with him in the same district?
he has his bank statements, ntl bills,paystubs and etc. so him proving he lives here is not a problem

I know Alex is adding me to the council tax, could that be a proof of address?  Also, if he rents some kind of letter from the landlord that it's ok to add your name to the lease or something might do.

Council tax bills are one of the most universally accepted proof-of-address, I've found! If there's any way he can add you to that, you're golden!!!

In our case the council tax bill shouldn't be needed, although I'm adding you anyway.   Milton Keynes regiserty office said your airline ticket staing the date you entered the country will do.

You can have your name on the bills whether you're on a fiance visa or spouse visa or whatever visa.  When my husband came over on his fiance visa we had his name put on a couple of bills, council tax and he was added to my cheque account.  Maybe you can be added to your fiance's account? Or open a joint savings account? And then request a statement to be sent to you.
