One more time-amending passport

I am finally going to change the name on my passport to my married name.  I have downloaded the form.  Could some one give me the address of where to send it.  I included my passport, the name change form, my marriage certificate and anything else?
I should send it registered mail?

Please send it via special delivery.

Send your signed DS-19, passport, and marriage certificate along with a return special delivery envelope.

All the backlog is cleared so all services for passports should take less then advertised.  8)
