Yes yes he is.

Im pretty much prepared to do a fiance visa the moment I get home.

Just getting all the info around it. Now Im curious is it possible to take the visa to the consulate by hand, or is it better to just mail it?

You must first file you form through one of the service centers in the US (Nebraska, Vermont, and one on the west coast).  Once your petition is approved, your finace sends his paperwork to the US Embassy.  Once it's approved, he get's an appointment date.  Finace gets health physical, gets visa, goes to US.  You guys get married.  He files paperwork with local immigration office for green card and temporary work permit.  Wait, wait, wait.......  Get conditional green card, wait one more year, file for permanent green card.

It's a long process.  It took us 7 months from me filing my paperwork in the US to DH getting his interview at the US embassy.  I also took exactly 1 year (through Houston) from filing our green card paperwork to getting the green card interview.  Next year we need to remove the conditions on his green card.

This is the only way to do it if he's coming to the US to marry you and stay here.  Getting married in the UK and then trying to get him a spousal visa to come to the US is a longer process with higher income requirements (I think).  Get started now, you should be able to get married by late spring next year.

Good Luck
Dream a dream of England .......... Some day
