On my most recent trip back from the states last month, there was no RED (items to declare) counter at Heathrow. The area was under construction so I just breezed right through. But I never declare anything anyway. I'm always tempted to bring back more than the limit for booze and stuff but of course that would be the one time I'd be searched.
