what you are saying is

1. You hold a British passport
2. Your partner is not
3. You want to move back to the UK from Canada where you are currenly living (I got that from a previous post)
4. You have been living as partners for 6 years

Any type of visa requires proof of some sort and an entry clearance. This link will give you a good idea about the type of evidence you will need to provide.

Start from there until you can find someone to answer if the FLR or ILR is most appropriate for your partner. It is a lenthy process.

Are you currently outside of the UK?  If so, then your partner will be applying for Indefinite Leave to Enter. FLR and ILR are terms to describe applications made when the applicant is already in the UK.

Yes we are both outside of the UK,so would this be a different application than the un-married partner what he was going to fill in ?

You are applying for settlement, so he will have Indefinite Leave to Enter stamped on his passport, rather than just Leave to Enter.

We do not have bills with both name going back 2 yrs.But we do have mortgage papers and wills.Will that do for proof ?

I am an immigration consultant who is OISC qualified and has made hundreds of these applications for others.

Mortgage papers are good, wills are ok, but bills, letters from your doctor, council tax registration forms, electoral registration forms, any other kind of official documentation would also be helpful.

You don't have to have bills that are in both of your names together.  You just need to have mail to each of you at the same address.  For example, if gas/electric is in your name and phone is in your partner's name, and you have one credit card and your partner has a different credit card, that's fine as long as they are all going your shared address.
