xmas week NY applications

Hi!

does anyone know if the NY consulate is open the whole week before christmas?
my husband flies in on the 15th and we'll submit (mail) my spousal app ASAP. should we expect it to take longer than a week, due to the holidays? how many days off could they have??
or should we spring for a trip to NY and do it in person if his flight leaves Jan 9 back to the UK......
too many decisions to make!!!
