How do I register/Does this sound right?

I will be in No. Ireland on a Fulbright this summer and fall.  In my handbook it says that we will need to register and then (I guess cause of Intercountry agreement) will be covered.  How do I register?  I have our new addy so I wonder if I could do it online?  Also does what Fulbright says, sound right?

It's a scholarship. I don't know much about it.
