Pet passport? Third Country Cert?
« on: April 06, 2006, 03:45:15 AM »
Hi all,

I'm wondering - is the US considered a "non-EU listed country with a pet passport"?

I found some kind of Pet passport at http://www.pet-passport.com/

It seems like that's nothing official - so is the Third Country Certificate the one I'll be wanting to fill out?

Yes, Pet passport is only for EU, you want the Third Country Certificate.  DEFRA has all this information on their website.  It should be your best friend right now!!! ;D

Here are two threads that have the Third Country Cert. links. Follow the DEFRA fact sheet to the letter.  I agree, it should be your best friend right now!

Thanks!  It was actually due to DEFRA that I was unsure though, as they say that some listed non-EU countries ALSO use the pet passport.

I think what makes this so difficult is that there are certain forms that EVERYONE coming from the states has (such as the 3rd country vet cert and rabies paperwork from the Kansas lab) but some stuff - especially the early stages in terms of how each individual vet records the vaccination and microchipping - is different!

The DEFRA page is my best friend!  I actually just spent the afternoon copying the applicable parts into my LiveJournal so that I can keep track of what I've done, what forms I need and all that good stuff!

I'm just so paranoid that something will go wrong (my cat is my child!) that I keep second guessing EVERYTHING!

I wouldn't even board the plane until they confirmed they had loaded my babies onto the plane as well. I was the last one on and I wanted to make sure the captain knew there was live cargo aboard so he knew what temp to keep the cargo hold at. I printed EVERYTHING off the DEFRA website and separated into 2 parts. One for what the vet needed to do and one for what I needed to do. Anytime we completed paperwork I checked it against everything else we had to make sure it all matched i.e.  color, age, dates...

I just flew here five weeks ago with my dog, and seriously, it was so easy.  I was totally stressed out for nothing!  I didnt feel the need to board the plane last or make sure the captain knew my dog was there, they know whats on the plane!  Sounds like you are prepared and have done all your DEFRA homework!  Im sure your trip will go perfectly!  Good luck!! ;D

Thanks!

The only thing that I think might be another wrinkle is that my parents will be cat sitting until she can come over.  They're in Seattle, we're in San Diego.  It breaks my heart that we'll have to transport her to Seattle, to leave her for a few months and to follow it up by the horrible experience of flying!

I also know it shouldn't be a problem, but it sounds like I might have to have the USDA sign off while in Seattle and the Tick/Tapeworm treatment done there.  It should all be fine, but just another complication instead of doing it all with the same vet!

DH thinks we should leave her and bring her home at Christmas time instead of me going out to get her as soon as she can travel (in October!) I think I'll win though as the holiday travel season would be a NIGHTMARE to try to bring her in during.

When I came ove I was only the 2nd person to have used the new pet passport scheme into Gatwick. That was why i was so nervous and made sure everything was done properly. But the reason I wanted to make sure my babies were on board was not because of rules or regulations or correct paperwork it was because these were MY babies. If I had lost them I would have been totally devasted. You always hear of horror stories and i didn't want that to happen. the process is really easy and once you are done you will think "Why did I worry so much?"

Just a bit of advice you are thinking about[ getting your cat at christmas time.  Depending on where you are flying out of some airlines wont' fly live cargo if the ground temperature is not above a certain point.  I flew mid december out of Minneapolis and just made the ground temp by above a few degrees

Just looked at my document from Northwest airline and it says they will not accpet warm blooded animals when the actual or forecasted outside air temp is below 10 degrees Fahrenheit at any point on the planned routing.

Thanks!  Good bargaining point for me  :D

DH understands because she's "my baby" but can also be cheap at times!

Ok, so another question, just to be sure:

On the 3rd Country form...

Can I fill out Sections I-IV?  There isn't any official signature in those sections, so I'm wondering if I can fill them in (to make sure it's very clearly filled in).

The box on the bottom of page 1 (Official Veterinarian or Verterinarian Authorised by the Competent Authority):
Am I correct in believing that my vet can sign and date this box -OR- the USDA can?
If my vet can, do they put any type of stamp in the box, or just sign and date?

The box on the top of page 2 then (Endorsement by the Competent Authority) would be filled out by the USDA -IF- my vet filled out the box on the bottom of page 1, correct?

Part VI - Again, if this is just a regular vet doing this procedure, what would the "stamp" be?

Dont fill out anything until you have the vet complete it. ;)

Just wondering... Does the 3rd Country form go by another name? I've got the APHIS 7001 form, and I've also got the Official Journal of the European Union form (L 358/15) which says it's the "Veterinary Certificate for domestic dogs, cats and ferrets entering the European Community for non-commercial movements blah blah blah." Is there another form I'm missing, or is one of those I mentioned the 3rd Country form?

Yes, I'm paranoid.

That last form is the 3rd country vet form. ("Blah blah movement of.. blah for non-blah..etc.)

DEFRA can help you, if you're worried.  Call them.  Your airline or shipping agent should make sure you have all the papers required, too.

I had everything for getting in to the UK, but I found out I needed more papers to get out of Japan.  You'll need export docs, too.  Don't know if you need any extra vet checks from the US.
