Who can certify a copy of UK spouse's passport?

Getting all our stuff together. Yes, we are going to do this. But Paul isn't whippy about mailing or even couriering his actual passport so my question is...

evidence that your sponsor is settled in the UK. (This can be a copy of their passport or registration certificate that has been confirmed as a true copy, in other words certified.)

Who can certify this copy? It doesn't say. Thanks.

A solicitor or a notary public.

We will need to do the same thing.  Just to verify - do we need to copy every single page in the passport, including blanks, and have them all certified?  Or can we just use the photo page?
