So he could fill out the application form, gather the necessary documents/application fee, etc, fly to Chicago next week, and get it taken care of that day? Does he call ahead to make an appointment?

Everything will need to be done online...he can pay, submit the application and schedule the appointment online. One word of caution though...I believe someone else had a problem because if you put down your address in Florida and schedule the appointment in Chicago, you will get screwed. You need to go to the office that your home address is under. Does that make sense?? Otherwise, the money will go to the office that the home address is under, not the office one necessarily picks.
