Does your witness at a UK wedding have to be someone you know or could it be someone at the registry office?

It can be anyone.  (as long as they are aged 16+).

Will the registry provide witnesses in some circumstances and if so, will they charge for this?

We want to do this with literally no one we know as our "real" wedding will be overseas in the presence of all of our close friends and family in a year from now.

I just saw from your other post you are probably getting married in Scotland.  Some of their marriage rules are different from England and Wales so it's probably best to check with the registrar concerned.  I don't think registry offices usually provide witnesses though.
