US tax on inheritance from non-inheritance tax country?

A friend of mine has inherited some money from a relative in a country that does not levy any inheritance tax. He is wondering whether he will have to pay inheritance tax in the US. (He is a dual citizen of both countries.)

As a US citizen there is normally no US tax on inheriting money.  However it may be necessary to file a special US tax return reporting the foreign inheritance.  This special tax return is due by April 15.
