That's just the European designation for the cord:
H = Harmonized CENELEC coding system
03 = Rated for 300 volts maximum
V = PVC-insulated conductors
V = PVC sheath
H2 = Combined construction
F = Fine-wire flexible
In plain English, that's pretty much just a standard PVC-insulated flexible line cord in Britain.

Not at all. The current rating for a cord is the
maximum that it can safely carry, so as long as the cord rating is the same or higher than that specified, it's suitable.
Also, is this likely the cord I need to plug in my desktop?
The cord in your Maplin link has the standard IEC female connector which will mate with the plug used on almost all modern desktop PCs and monitors, so yes, it's almost certainly the one you want.
