Can he really only drive on his US license for a yr?

The more I read the more I think it's right, but can someone please confirm it for me?
When DN moves over here (Dec/Jan 08) on a fiances visa he can only drive on his US license for a year? If that's right does he really have to take the whole, theory, hazard perception and practical test? that would be a bugger if it is right!

So I was right, that really does suck!!! As if we don't have enough to save up for - all they want is money and all we want is to be happy!

You can move here from any one of two dozen other countries and just swap your license for a U.K. one because "that's the rules," but come here with a U.S. license and you have to go through the entire series of tests as if you're a learner just starting to drive.
