I have Sky+. I can't recall a time in the past 3 years when I've watched anything 'as it was being shown.' Everything I watch is recorded and watched later. Should I be exempt?
Yes, I think you should be exempt as you are not watching the broadcast as it goes out.
Afraid not. I shouldn't really have said "watching" myself earlier. The key element is whether you are
receiving a broadcast TV signal, either for viewing/listening at the time or recording for later use.
So basically, a licensed is required to:
* Receive broadcast TV via a rooftop antenna
* Receive broadcast signals via satellite
* Receive broadcast signals via a cable or master distribution system
* Receive broadcast signals via the internet, Wi-Fi, etc.
A license is
not required to:
* Use a TV for watching pre-recorded tapes/DVDs (whether commercial releases or ones you recorded yourself from broadcast TV at an earlier date)
* View archived video clips over the internet (i.e. clips which are supplied "on demand," not a stream of a broadcast).
