Silly Question

I am in the process of apply for my spousal visa.  Chris asked me a question last night that I could not answer.  Hopefully someone here can.  

We will need a letter from his parents that says they allow us to live with them.  Its part of the proof that we have a place to stay etc.  Who do we address this letter to?  We are going to the consulate in New York.  But do we just put "to whom it may concern"?  

I've not seen that part addressed before here.  Sorry if this is a repeat.  Or should I have been able to figure this out.

We addressed it to the Consulate and the greeting was "Dear Sir or Madam" - because I'm highly politically correct when it comes to that.  Dear Sir(s) would work just as well, I'm sure!  ;)
