You may have already started to see U.K. telephone numbers starting 03.
These are new numbering ranges which have been introduced as non-geographical numbers, but without the associated call costs which have come to prevail for 0845, 0870, and similar numbers. Ofcom was due to completely prohibit revenue-sharing (i.e. the recipient of the call getting a share of the call cost) on 0870 numbers by February 2008, although these plans now appear to be on temporary hold for the time being.
So if you see a number starting 03, it may be anywhere in the country, but the cost (or deduction of bundled minutes) will be exactly the same as if you were calling a regular 01 or 02 geographical number.
