Credit card with 0% balance transfers?

Looking to transfer my credit card balance to a card with 0% interest for 12 months.  I currently have a mastercard through RBS which is 15%.  I don't want to apply for another card for transfer and be declined because of my status. 

Does anyone know of a credit card with good balance transfer rates that don't require you to be a resident of the uk for 3 years.  I have been a resident for 2 years.

I was looking at the virgin credit card?

Slightly off the question but then again....I got a zero transfer from the Bank of America and I just got my first statement and it included a charge listed as "credit protection" $47. I called them up and as could be expected you have the phone push button to go through and then there isn't anything in the provided menu that applies to my situation. I did get through somehow and then they said I would have to call another phone number. "Oh they are closed to Monday" I called on Monday and the first question I asked was "are you Bank of America" he said no but we are an affiliate?
Hopefully it has been removed.
In conclusion you may want to check on their customer service first.

I think you'll struggle as most want 3 years' worth of addresses minimum. I did a 0% balance transfer with Barclaycard but I'd been here 3 years when I got it. Apparently it's also nearly impossible to get credit at the moment even if you don't have any address issues, etc.   :-\\\\
