It counts as a domestic flight, ive never gone thru passport control in belfast flying from Great Britain because it is part of the UK. Ryanair made me take my passport anyway (and some airlines will, though easyjet took my UK driver's licence one). If you go to the Irish Republic you do go through passport control but Northern Ireland is a domestic flight in the UK so no passport control.
