First of all, I apologize in advance for what is probably a stupid question, but I was looking at this as a possible gift for someone in the UK...

Am I right in assuming that this is like a DVR for a TV in the US?  You can rewind live radio?? Extra stupid part of the question: do you have to have any kind of subscription to DAB (like XM in the US?)

Thanks in advance!

This does allow you to pause and rewind live radio, and no subscription is needed to access DAB.

No subscriptions needed, although coverage and the number of stations available can vary from place to place around the country.

You should also be aware that despite the gross "overhype" about quality, borderline signal areas can suffer from the same sort of problems as similarly borderline digital TV areas.  Also, on some multiplexes from certain transmitters quality has been sacrificed to quantity of stations.
