Query regarding adoption

A friend of mine is going through this situation,Ive tried googling information about it but have come up with nothing.

Basically, my friend got someone pregnant about 8 years ago,the mother of the child said she wanting nothing to do with him and refused to let him see his child. Cut off all contact with him. Now fastforward to a few months ago, she comes back into the picture stating she now wants him to pay her CSA but is still refusing to let him see the child. however, there is reason to believe that her new husband has adopted the child since the child is now going by her husbands surname. In the UK, if the birth father has no parental rights,the mother does not need to get permission from him for the child to be adopted by the new husband.
I've been trying to google records to see if the child was adopted but cant find anything. Does anyone know how my friend can obtain these records?
The CSA keeps harassing him,he feels he should not have to pay CSA for a child that he isnt allowed to see and a child that is possibly adopted by another man. Anyone know where he stands on this?

I think his best best would be to consult a solicitor.

Ive honestly got no clue, but I would think CSA wouldnt contact him if the other manb had adopted the child. That would waiver his parental responsibility and the new man would take on the financial aspects with everything else.

Rights to see the child and paying child support are two separate issues and one does not preclude or guarantee  the other.  If he wants to see the child and the mother won't agree, he will have to start legal proceedings. Is he named on the birth certificate? If so, it would be unusual for someone else to be allowed to adopt the child without his consent.

thats what we thought,but on direct.co.uk website it states that if the biological parent isnt in the picture,then the mother can do it without his consent, as long as they werent married at the time she got pregnant.

the woman is a money-hungry b*tch. For 8 years she didnt want him having anything to do with the kid,moved away,and didnt give any contact details.  When she did get in contact 8 years later it was all this CSA bullshit. And when he enquired about seeing the kid, her response was "no,my husband wouldnt like that".  The kid is going by her husbands surname,so we are pretty sure he adopted her and she just wants extra money from my friend cause shes greedy. The CSA wouldnt know about the adoption,all she has to do is show the birth certificate, and say "oh i want money from him"  We finally found out a way to see if she is adopted,but unfortantley the lady who deals with it at the courthouse isnt in the office until tuesday

From my experience at work, many kids go by their step-father's surnames even when they aren't legally adopted, so it might not be the case.

I agree though that your friend so see a solicitor-- and decide what role he wants to have in the child's life, realising he may have a financial responsibility even if he chooses not to fight for a right to see the child.

If he was named on the birth certificate he has parental rights, but if he isn't named on it he has no parental rights. I'm not sure how adoption would affect this.

That said, I believe he qualifies for visitation rights regardless of his parental status.
