I was declined for the Tier 1 VISA 2 months ago because of the lack of documentation. However, I am now reapplying with all the right documentation in place (hopefully!) Do I need to submit any type of letter/justification describing why I'm re-applying? Or do I just submit as normal, as if I had never applied before?

Any thoughts?

It cannot hurt to add a cover letter explaining why you are reapplying, as the ECO who processes your application will obviously know this.

That depends on the exact reasons for refusal.

Keep in mind that when you fill out your new application you will have to put that you were refused the previous visa. Then you will have to explain why this one is different. For instance you are providing more documentation. If you haven't lied to them my guess is that they just want to know that you aren't intending to waste their time. Which is interesting, because the stuff I have seen seems to indicate that the UK charges significantly more for PBS applications than it actually costs to process them, something like 3:1. I guess if they could just refuse it as the same as before it would allow them to keep even more money.
