Tier 1 (General) Migrant Trying to Register with a GP

I am a Tier 1 (General) Migrant and am currently living and looking for work in the UK. In the meantime, I am working remotely for my US employer.  This morning, I tried to register with my local GP and was told I could not be registered because I am not employed and paying taxes in the UK.

I have looked through all the UK Yankee health threads, and I can't seem to figure out what my next step should be. The Department of Health website links previously posted have only confused me further. 

This link http://www.dh.gov.uk/en/Healthcare/Entitlementsandcharges/OverseasVisitors/Browsable/DH_074376 [nofollow] seems to say I have to pay for all hospital treatment.  I have leave to enter and remain, but I am not sure that my visa entitles me to "settled" status.

This link http://www.dh.gov.uk/en/Healthcare/Entitlementsandcharges/OverseasVisitors/Browsable/DH_074381 [nofollow] says I might be eligible for some free treatment but not all.

And this one http://www.dh.gov.uk/en/Healthcare/Entitlementsandcharges/OverseasVisitors/Browsable/DH_074374 [nofollow] indicates that I meet the definition of "ordinarily resident" in the UK, which would mean I can register with the NHS. That is unless being ordinarily resident means I must also be a permanent resident with no time restrictions on my stay here.

In addition to asking for help in understanding all those links, I have two questions.
1) Am I entitled to any primary care or hospital care at all under the NHS, or must I wait until I am employed in the UK?

2) If I pay into the National Insurance scheme on my own while looking for employment, will that entitle me to any NHS care, or are these not even connected?

Any help is gratefully appreciated.

Quite confusing and well, pretty terrible!!

I'd call your Primary Care Trust and see if they can help??  No clue otherwise

For now, I appear to have sorted something out regarding the NHS - at least for me.

My partner and I spent a large part of Tuesday and Wednesday on the phone. We called the Primary Care Trust.  They actually called us back to tell us that as a resident with my status, I should be covered by the NHS and the GP should have allowed me to register.  Just before the end of the conversation, though, the PCT woman decided to check with one more place and said she'd call back in the morning.  When she called back, she said that no, I am not covered until I pay into National Insurance. I asked if making voluntary payments was an option, and she thought it might be.

We then called the National Insurance who, after routing me through three different numbers, told me they had never heard of such a thing and that I should have been registered at the GP.

Finally, to double-check that response we called the NHS Direct.  After checking with several people there, it appears as though Tier 1 migrants in the UK are classified as ordinarily resident and can be registered at an NHS GP without employment.  The NHS Direct people are going to mail us a letter stating this, so I can take it to a GP and get registered.  We're still waiting on the letter before we try another clinic.

It doesn't sound like any of this information is being disseminated out into smaller cities very well.

wow, thanks for the fantastic update!  i'm so glad to hear you were able to find out the official word on this.
