No, you should not have to pay. Phone the council and tell them. You may need to get a letter from your university, but they will have experience with that. The sabbatical is a complication- has this person graduated yet? If not, they should still be considered a student and given the exemption. If they have, however, they ARE liable for council tax, but there should still be a 25% discount for having mostly students in the flat.
