State jobs in the US

Sorry for posting this here, but I have no idea where to find this information and there aren't enough people on DIA to get a rapid response.

Can non-US citizens apply for state (non-civil service) positions? I know they can't apply for federally-funded positions, but I don't know anything about state jobs. The job being considered is in PA, if that makes any difference.

I have a state job (Tn)  and there are several people in my office who are from other countries.  I do not know if they have their citizenship or not.

If I see them I'll ask.  (they are all on different teams than I am...and I've only worked here for about three weeks.) Could you call the dept of the state you are in or look online?

I know right now in tn it is hard to get a state job period. They are making budge cuts like crazy. I came in through a stipend/scholarship program in college, so I think my job is safe for now.

Thanks for your help, IME! You don't have to ask if you don't feel comfortable doing it. I'll have a look through the link. It's a bit confusing because it's an at-will, non-civil service position. I'm not 100% sure what that means and finding a definition isn't easy. The position was actually put on hold for a about 6 months and just reopened. They must have finally worked through the state budget which is always a freaking nightmare in PA.

I think you probably can.  I have a friend who worked for the City of New York (which is bigger than a lot of state bureaucracies) in an agency that investigated police misconduct before she was a citizen.   I'm not sure what that falls under but it wasn't a problem that she only had a green card.  Now she's in law school and wants to be a prosecutor so she got her citizenship because she needs it for that (had to get a security clearance for her summer internship!)

at will means you are not contracted and can get fired without cause... not sure the civil service part though.

Bmore, due to NAFTA, I can apply for jobs in the US and they'd be either state or non profit jobs, being a social worker, without any barriers, AFAIK, even though I am not American.

I think it might depend on the person's actual profession, though, as well and the security clearances that the job might need. Knowing the professional area might help clarify your query.  :)
