Small cat United cabin LHR - LAX questions???

Please help.  I thought I was all set with our cat Spaz, but now Im not sure.  We arent doin Petpassport as we dont plan on returning.  She has had her rabies, flu & microchipped.  I found out United only airline to let small animal in cabin on international flt.  We are flying LHR to LAX mid July.  All United wanted was a fit to fly from vet, but vet who happened to be LVI vet said I need to check with airline & ask exactly what they want from vet, I tried calling United but all I get from them is exactly what I can read on website.  I even asked for someone with direct knowledge nope.  Anyone know what should be on the form?  Also Im concerned as USDA controls kennel size for animals & animal must be able to sit up & turn around, she cant in a under seat carrier even tho she small 9lbs.  Or does USDA only control cargo hold?  Also in Cali who is it controls animals coming in Federal, State or County?  All I could find was CDC handled incoming animal & as long as they dont look sick thats all required coming in.  Vet tried telling me I would need export or import certificate.  Please help all I thought I knew is now in question.  Thank you! I am not sure who you encounter but I think Virgin will let them fly in cabin as well.

I would email United as well - I know they get back to you within 48 hours - Ask specific questions to have the cat in CABIN for an international flight.

Thank you JennBean.  I have been scouring the internet for 2 days now.  I have read so much!  I have been to the CDC & USDA site, as well as many others.  I finally got a proper English speaking person on the United 800 number & Im pretty sure my original info I found out is still correct.  Thanks to that vet for nothing grrr!  I only need the pet helath certificate/fit to fly issued by a vet no more than 10 days prior.  Now just have to find another vet who has done one before, argh!  Now I am tryin to find a Sherpa soft pet carrier as its a definately airline approved carrier, argh again lol.  Thanks again!
