health in pregnancy grant?

Is the current 190 pounds they give out for the Health in pregnancy grant considered public funds?  I looked at the UKBA site, it was included in the list..but I cant see how that would be.  They told me at the hospital it is available to everyone, not just persons on low income??  Confused.  I will be in the UK on the spouse visa, cant remember the abbreviated term for it.  I didnt want to fill out the form with the midwife, if it would negatively effect my next application.

Basically, you need to have ILR or be considered a (legal) permanent resident to be entitled.  If you're on a Set M, you don't meet these requirements.  The hospital and hospital staff are not visa experts, they probably went on the assumption that because you are here you're entitled.     Unhelpful, but unfortunately that is a viable possibility for the answer that they gave you.

I just wasnt sure.  I will not apply for it then, I dont want to get into trouble or not follow the rules.  Thanks for the information!
