They explain how to go about proving your PA residence if you live with someone who has all the bills in their name.  They need to go in with you and the bills.
That must be new(ish), then. Or within the past 8 years. I've done two renewals while I was still living with my parents and they haven't had to come with me. But then the last time that was the case would have been 2004.

ETA: Yikes, this is making me feel old.

Basically, if you show up to renew at a photo place, unless they have evidence otherwise, they won't question your residency.

If you try to apply from elsewhere and need to use the exemption form then you need to prove that you have residency.  

Going in with someone is only needed if you have moved and have no other proof that you are living in that location.  

So basically, if it is just ticking over they won't really question.

Oh my gosh. Of course. That's where I was getting stuck, I didn't put it together that you were referring to all this with regards to using the exemption form. Sorry and thanks :)

Since you just moved here and you haven't gotten your ILR yet, you might be able to argue you haven't permanently left the state. 

I don't know.  It is all such a major pita because PA is so wishy-washy on these things.  But like I said, it could be used to determine domicile so watch out.  Unless you own property, in which case they totally want their money.

I didn't even look into renewing my TX license when it expired.  If we ever move back (highly unlikely) I'll just take the test again.  It couldn't be any more difficult than passing the UK test.
