As an American man who's used many a toilet in both countries, I feel qualified to note that while uncommon, it is more likely for the dangly bits to touch water in the US. UK toilets do tend to be deeper and have less water in the bowl. US public toilets are the worst because they have to be so low to the ground due to ADA (disabilities) requirements that they're often made very shallow.
Hmmm, that does explain it ... but doesn't exonerate it

Of course, the obvious solution is to rest your bits on top of the seat, rather than letting them dangle in the bowl.
Hehehe I wonder how many American girlies who use unisex toilets will be making sure they clean the front of the seats with that revelation!
Also, that school-bus-slash-bar is awesome. There's a English pub by the beach near here (in California) that has a couple of old Routemaster double-deckers they converted into smoking lounges since you can't smoke inside anymore. Kind of the same thing in reverse. Heh
I try to explain how special it is when talking to Americans by saying "Imagine how awesome it would be to see a London Double Decker driving through your town".
The problem is that everyone in the US grew up with them ... There are only 3 Schoolbuses in the UK
