Ian you have just created an image in my head that wont go away!  ;DThe common sense approach of resting dangly bits on the top of the seat!

As an American man who's used many a toilet in both countries, I feel qualified to note that while uncommon, it is more likely for the dangly bits to touch water in the US.  UK toilets do tend to be deeper and have less water in the bowl.  US public toilets are the worst because they have to be so low to the ground due to ADA (disabilities) requirements that they're often made very shallow.
Hmmm, that does explain it ... but doesn't exonerate it ;)

Well, just back from Detroit, and I'm pleased to say that the water level, although high, wasn't high enough to elicit that shivery sensation.

Hmmmm but at least you didn't have to suffer the tortures of Izal Bathroom Tissue in your schools or public toilets *shudder* ... or did you?  :o
